Do You Need a Qualification to Open a Childcare Centre in Australia?

The short answer: no, you do not need a qualification
The answer surprises most people. . But there is more to the story, because there is one thing you absolutely do need by law, and a few things that, while not required, make all the difference. Here is the full picture.
To own or open a childcare centre, the law does not require you to hold any early childhood qualification. You do not need a Certificate III, a Diploma, or a teaching degree to be the person who runs the business. This catches people off guard, but it is true across Australia.
But you do legally need to become an approved provider
Here is the part that is not optional. While you do not need a qualification, you cannot simply open a centre and start enrolling children. By law you must first become an approved provider under the National Law. Provider Approval is the legal permission to operate a childcare service, and without it you cannot run a service or receive the Child Care Subsidy. So the real requirement is not a qualification, it is approval. Two very different things.
Why no qualification? Because it is a management role, not a teaching role
The reason comes down to what the role actually is. An approved provider is not a teacher. It is a management and governance position. You are the person legally responsible for running the business, employing the right people, meeting the regulations, and keeping children safe. Think of it like almost any other industry. You do not need to be a qualified chef to own a restaurant, or a qualified nurse to run a medical practice. The manager's job is different from the practitioner's job. Childcare works the same way. The person teaching the children needs the qualification. The person running the service needs to be capable of running it.
So who does need the qualifications?
The qualifications still matter enormously, they just apply to your staff, not to you as the provider. Every centre must employ appropriately qualified educators: at least Certificate III level for educators, with a set proportion holding or working towards a Diploma, and access to an Early Childhood Teacher depending on how many children attend. Your legal duty as the provider is to make sure your service is staffed by these qualified people and meets the required ratios. So the qualifications do not disappear. They sit with your team, and you are the one responsible for having the right team in place.
What you actually need: the fit and proper person test
Instead of a qualification, what you must satisfy is the fit and proper person assessment. As part of your Provider Approval, you and everyone with management or control of the service are assessed on things like your criminal history, your financial situation, and, importantly, your management capability. That last point matters here. While no formal qualification is required, the regulator does want to see that you are capable of managing a service responsibly. So childcare knowledge, hands-on experience, and management experience are not legal requirements, but they genuinely strengthen your case, because they show you can actually do the job.
Not hard, but not easy
Here is the honest truth from someone who has been through it. Becoming an approved provider without a childcare qualification is completely possible, and many successful providers come from a business or management background rather than an education one. It is not hard in the sense of being locked behind a degree. But it is not easy either. The fit and proper assessment is thorough, the application must be complete and well evidenced, and in Victoria, from 27 February 2026, a refused application means waiting 12 months to reapply. So the door is open, but you have to walk through it properly prepared.
